CEA Joins City of Cleveland, Cleveland Building Trades and Greater Cleveland Partnership in Community Benefits Effort

Today, we join the City of Cleveland, the Cleveland Building and Construction Trades Council ("CBCTC"), the Greater Cleveland Partnership ("GCP"), the Cleveland Municipal School District ("CMSD"), Cuyahoga Community College ("Tri-C") and numerous community organizations in an effort to promote diversity and local employment in the construction industry. After months and months of in-depth, broad-based negotiations facilitated by Mayor Frank Jackson, CEA is proud to support the resulting framework embodied in the Memorandum of Understanding Regarding Community Benefits and Inclusion ("MoU"). 

The MoU establishes a framework designed to:

  1. Determine local market area workforce demand in construction; 
  2. In light of workforce demand, promote entry into the various types of construction careers through two types of pre-apprenticeship programs:
  • A high-school-to-apprenticeship program designed to prepare interested CMSD students for construction apprenticeship programs; and
  • An adult pre-apprenticeship program operated by Tri-C, which is designed to utilize community organizations in developing a more robust pipeline of local applicants for registered apprenticeship programs and other types of construction careers.
  1. Increase utilization of a diverse, local workforce and contracting contingent on significant construction projects through voluntary, project-by-project reporting through an oversight committee staffed by a diverse group representing community groups, the business community, the construction industry, and key educational partners.

We commend Mayor Jackson's efforts and congratulate all of the parties for their tireless efforts.
