Cleveland's second Inner Belt Bridge to be a P3

Building a second Inner Belt Bridge for Cleveland will cost Ohio $332 million -- eventually. Gov. John Kasich plans to accelerate the project by hiring a design-build team that will both demolish the current bridge and construct the new one. The architecture-construction-finance team that is chosen will pay the $332 million up front and will be paid back a few years later.
