Almost three-quarters of Cuyahoga County's recent road and bridge projects were completed for less than the initial estimate, unlike the years when former auditor Frank Russo and former commissioner Jimmy Dimora worked to cheat the county's competitive-bidding system, inspector general Mark Griffin says in a new report."
